As a founding member of South Fulton’s City Council and the representative for District 2, Councilwoman Carmalitha Gumbs has established a strong record of leadership rooted in fiscal responsibility, public safety, economic development, environmental stewardship, and quality-oflife improvements. This document outlines her accomplishments and explains why she is a qualified candidate for Mayor.

 

1. Fiscal Leadership & Government Transparency

• Adopted a balanced $240 million city budget.

• Paid off a $12 million tax anticipation loan early, making South Fulton debt-free and saving taxpayers thousands.

• Sponsored legislation for real-time budget transparency via OpenGov.

• Sponsored legislation requiring formal responses to public comments at Council meetings.

• Passed a strong ethics ordinance to ensure integrity in governance.

• Led a zoning moratorium to stop reckless development and protect standards.

• Regulated short-term rentals like Airbnb to preserve neighborhood quality.

 

2. Public Safety

• Increased the police force by 37% by hiring 38 officers and 15 firefighters.

• Developed the S.A.F.E.R.R. initiative for a citywide security camera network.

• Reduced EMS response time from 25 to 11 minutes via partnership with Grady EMS.

• Hosted the city’s first gun buyback program.

• Organized South Fulton’s first Public Safety & Mental Health Town Hall.

• Promoted community policing through 'Coffee with a Cop' and 'Meet Me on the Beat'.

• Promoted and expanded Neighborhood Watch Programs.

 

3. Economic Development

• Advocated for the Westwood project—a “live, work, eat, play” development enhancing local vitality.

• Launched Destination South Fulton—the city’s first Economic Development Department.

• Initiated a small business incubator program to support entrepreneurs.

• Formed the District 2 Economic Development Committee with resident input.

• Led economic development tours and hosted developer-resident town halls.

• Co-hosted District 62 Economic Development & Legislative Town Hall.

• Supported annexation of Fulton Industrial Corridor to grow tax base.

• Pushed for improved design standards from developers to support creative,

communitycentered development.

• Promoted public-private partnerships to support local schools and city services.

 

4. Environmental Leadership

• Spearheaded South Fulton’s plastic bag ban (2021).

• Authored legislation banning single-use plastics in city buildings (2019).

• Led 2023 efforts to expand plastic ban to restaurants and events, with enforcement fines.

• Hosted annual District 2 Community Cleanups, raising funds for schools.

• Implemented citywide sanitation reforms and created a municipal waste program.

• Championed SeeClickFix App to report dumping and community nuisances.

 

5. Infrastructure & Quality of Life

• Advocated for sidewalks on Enon Rd. to improve pedestrian safety and accessibility.

• Championed the roundabout development at Butler and Union Rd. to ease traffic congestion.

• Spearheaded improvements near Stonewall Tell to enhance connectivity and road infrastructure.

• Hosted Healthy South Fulton Family Day to promote wellness.

• Collected 500+ dolls for underserved children through 'Bring Out the Dolls'.

• Improved infrastructure with a new traffic light at West Stubbs and Cascade Palmetto.

• Digitized park operations through CivicPlus.

• Led the transition of key services from Fulton County including business licensing,

public works, parks & recreation, and public safety.
